well, I actually THINK i have sorted the problem.
Even though they say compatibility (adobe or nvidia) is now updated, i found its not.
I entered my 1070 into the ‘raytracer supported cards txt’ (as it was not present, although after effects does say it is) file and downloaded an updated Optix.dll file following this guide:
I simulated some heavy tasks ect and the issue has not happened since! So fingers crossed thats it sorted.

Hi, I had the issue and the above explanations of the 'accessibility' section may not be clear enough. (In OSX settings there are at least 3 separate 'accessibility' setting areas.)
Open System Preferences
Open Security & Privacy (Usually Top Row)
Select the PRIVACY tab/button at the top.
Select ACCESSIBILITY on left panel.
Click the LOCK to make changes (Bottom left)
Click the '+' button to add app.
Find your Adobe Animate app (You can likely just start typing it in the Search section top right).
Once it's added, click the Lock to prevent further changes.
Go back into Animate and see if you can select a colour using the picker.

So you haven't actually tried this then? Noise reduction is not determined by what you can see, or what you can measure, but what you can hear - that's the only important thing.
The whole purpose of noise reduction is to reduce the noise, and not the wanted signal. The way it's done is by analysing what's different between the noise and the signal statistically using a FFT. It's not the same as just reducing the levels at the frequencies you mentioned (or any others, come to that) and is the only way you can treat that sort of issue. No form of dynamic anything is going to do this job at all, never mind any better.
Its making sense its the 10 series cards issue still as before with an older machine using a 960, never had this issue at all.
after that... when you installed the black magic software and drivers ( the latest ones instead of the little thing that came with card ) .. did you use 'blackmagic' settings when you started new project ??? There would be a bunch of Blackmagic OPTIONS to create a new project ... when you start a new project …

The "Go to Page" action does not work in PDF.
However, you can create a similar action by using a "New Hyperlink Destination", which can be a "Page". Then you designate the action of the button to be "Go to Destination". This action will work for both PDF and Publish Online.
Thanks Rodney. It is a video monitor, an HD, not 4K monitor. Specifically, it's a Panasonic TC-L32E3 TV. The specs can be found here. And, yes, the Intensity Pro 4K is plugged into a PCI slot and works as desired in most situations.

My company just forced us to upgrade M$ Win10 Pro from version 1703 to version 1809 and since I did, now I cannot get beyond the "Media Pending" message after I imported my *.mp4 clips into the timeline. I'm running Pr 13.1 on a new Dell OptiPlex 7060, with all video material on an external 2TB WD HDD.

Intriguing ... when I've got proxies on, my playback is vastly improved. You have to toggle them on, of course ... if you don't you're running the original media. But with the small Cineform preset included, I get good playback even with a 4k sequence. Now, going to the 4k original media, if there's any effects added like a ton of Lumetri ... and well, it ain't great.
But toggling to the attached proxies, it's fine. Which is why they're there. I have Alt-T set for toggle proxies.
Wondering why it would be different for your rig. Huh.

You might want to revisit the dispatcher cache configuration and check statfileslevel. Having said so , you can also Cache content for as long as possible and reduce requests that go back to AEM - Optimize flush requests by enabling refetching flush on all flush agents. Use /enableTTL and set Cache-Control: max-age=... header to cache files as long as possible.

If that does not answer your question, please ask the Microsoft Community. Adobe was not involved in making your PDFs, so it’s hard for us to troubleshoot.
One other thought is to check to see what typefaces are being used. That might possibly be the issue.

You are using Lumetri to change the graphics color rather than the graphics color controls themselves?
